This PR simply prefixes the public-header enums with
BINC_. In the case of discovery, I went withBINC_DISCOVERY_because that seemed more explicit than simply havingBINC_STARTED,BINC_STOPPED, etc.. If you prefer that, though, I'm happy to change it.
