V3 CLI started, with Personal Access Tokens and Who Am I #841

For v3 we will have a new CLI that will be secured using Personal Access Tokens.

This PR adds:

  • New CLI (packages/cli-v3)
  • Personal Access Tokens (along with UI and the flow to create them using AuthorizationCodes)
  • login and whoami commands in the CLI that use PATs
