Improvements for multi-dc setups

The 0.26.2-scylladb release is based on top of the 0.26.1-scylladb version.

Changes:

• Add possibility to get list of datacenters in rune scripts
• Share preferred_datacenter config option with rune scripts
• Make latte continue running even if cluster_name failed to be read
