Part of https://github.com/github/primer/issues/4476

  • Upgraded to Nextra v3 as a stepping-stone to v4 (changelog)
    • Applied subsequent remediations to the theme source code. No material changes expected.
  • Upgraded other low-hanging, project dependencies
