Description
Describe the purpose of and changes within this Pull Request.
Take a dependency on eBPF version 0.20.0 and clean up our pre-release build dependency for arm64. This change makes XDP the authoritative source of eBPF program definitions for XDP hooks, which had previously been in the eBPF-for-Windows repo.
