replace pull-kubernetes-node-kubelet-serial-crio-cgroupvX with kubetest2 jobs

Promote the kubetest2 jobs and remove the dependency on kubernetes_e2e.py for the pull-kubernetes-node-kubelet-serial-crio-cgroupv1 and pull-kubernetes-node-kubelet-serial-crio-cgroupv2 jobs

The jobs has been consistently working for the kubetest2 and the old versions
