It looks like you've misconfigured your SPF config for jenkins.io and as a result, I can't receive @jenkins.io emails on my mailbox, because it gets blocked before.
After checking with a dig TXT, we can see that there are 2 SPF records, which can't be possible for a domain :
A good configuration might be v=spf1 include:sendgrid.net include:mailgun.org -all
