Create a new parent layout Trait meant to be shared by all the different layouts for shared memory. Also remove hasLeadingOffset and move the mma tiled layout separately from the swizzled layout used for Ampere and AMD. A follow up cleanup would be to add element type size in the NVMMA shared layout as right now the layout depends on the type size which is not correct.
While here, also cleaned up some `mlir::` namespace prefixes.
