Comment Bubble Component

Description

This PR adds a basic component to display the comment bubble and it expands when its clicked to show the comment and the commenter's name.

The buttons "mark unread" and "resolve" are not present because it feels kinda extra at the moment with the features we have available. Also, what kind of UI behaviour should it be when they are click?
