Plugin installation is unexpectedly skipped

Hi,

I'm trying to provision a local development machine with this script. I see that the steps for installing plugins using this role are being skipped, but I don't know why - the step installing the plugins does not contain a 'when' clause, but it is still skipped by the ansible playbook. I see an indication like this:

skipping: [localhost]

I am not sure if this is an issue with this role or with something on my end. Can someone help me understand why this step is skipped?
