The charter refinement phase concludes when there is either:
A group decision to initiate AC Review of the charter draft.

Linking the initiation of charter AC Review to a group decision means that, in the absence of consensus, a charter can no longer be submitted to the AC for review. This could prevent the AC as a whole to weight in.
The Team should remain empowered to submit charters for the AC Review, even in the absence of a group decision. It's up to the AC after that to weight in on the proposed charter after that.
I suggest:
s/A group decision to initiate AC Review of the charter draft./A group decision or a Team Decision to initiate AC Review of the charter draft./
This continues to allow the group to make decision, while giving the Team the ability to move forward in the absence of a group decision. The Team may also provide an opinion as input of the AC Review (such as the Team disagrees with the content of the charter). In any case, the Team is still responsible for providing proper documentation to the AC to evaluate the charter (disposition of comments, known dissent, etc.).
