Add a backup for missing metadata. See vmware/photon#1578 Switch to UV for local development.

https://packages.vmware.com/photon/photon_cve_metadata/cve_data_photon2.0.json gives a 404.
It used to be listed at https://packages.vmware.com/photon/photon_cve_metadata/
https://packages.vmware.com/photon/photon_cve_metadata/photon_versions.json still includes 2.0

Expected behavior
