Well, for security purposes, the Photon OS postgresql packages do not configure any default instance.
This isn't the same like e.g. in Debian with a systemd unit generator.
In a very easy way, create an instance by specifying a local user, data directory, your postgres configuration and your /etc/systemd/system/postgresql.service file, see docs.

If you install PostgreSQL 15 from default repository systemctl scripts are not available.
