These areas are missing from tibia-map-data.

This is just the top floor of the tower you arrive in when you complete the infiltration mission of wrath of the emperor. You can reach it at any time from the rebel camp; just go back the way you came from. When you arrive at the base of the tower there are stairs leading to the top.
