changing module label in Module Builder does not update the label of the subpanel for the many side of any relationship

Issue

changing the label of a module in module builder and republishing and installing does not update the labels of any subpanels to this module on any module this module relates to.

Example
I have custom module Foo which relates to Bar
I rename custom module Foo to Baz within module builder and republish, uninstall, and install

subpanel on Bar still shows Foo as name for Baz

Possible Fix

currently end users would have to delete the module from their package in module builder and recreate it with the new name and re-add any changes to views, fields, and relationships

Steps to Reproduce the Issue

1. create 1 or 2 custom modules in a package
2. relate this module to another module or the two modules together
3. publish package
4. load modules
5. rename one of the modules within module builder
6. publish new package version
7. uninstall previous package version
8. install new package version
9. repair & rebuild
