Clean up old ARC runners from last November #270

We have some an old kubernetes cluster in the Meta account running ARC offer jobs with the linux.large.arc runner label.

See pytorch/pytorch#115635

The runners have names like rd-linux.large.arc-x7m78-bcmvb.

They likely live in this cluster: If I had to guess: https://us-east-1.console.aws.amazon.com/eks/home?region=us-east-1#/clusters

Probably defined here: https://github.com/pytorch-labs/pytorch-gha-infra/blob/60b4a7308b5669c091aa609b0a2c9ad49853e051/runners/arc.tf#L25

Ask: Clean up the cluster properly
