There are a set of skills that are helpful in making change within an organization.
They involve identifying problems, prioritizing, getting buy-in, framing experiments, identifying risks and mitigations, communicating about the effort with varying circles of stakeholders, etc.
Maybe this is it's own skill area, maybe it is some kind of "theme" that cuts across "Engineering Process", "Collaboration" or "Project Leadership."
