Describe the bug

A lot of plugin dependencies were removed from Jenkins Maven Repository recently breaking the groovy tests in Build and Build-Library repos.

To reproduce

Find the details of failing groovy tests due to unavailable resources with the recent changes at the specified path.

Expected behavior

The plugin dependencies can now be fetched from https://repo1.maven.org/maven2/
