Looks like this is supported via https://code.visualstudio.com/api/references/contribution-points#contributes.walkthroughs

sample repo: https://github.com/microsoft/vscode-extension-samples/tree/main/getting-started-sample . Issue that comes to mind would be that we have the dependency on folder being opened which could be confusing?
