How to change the working directory for vcpkg_configure_make?

I am trying to create a port for PETSc, whose build configuration script requires that configure be run from the source root. But vcpkg_configure_make seems to run configure from buildtrees/petsc/<triplet>/ by default. Is there a way to make vcpkg change the working directory before running configure? If not, what would be the ideal way to handle this in portfile.cmake?

Use COPY_SOURCE and use vcpkg-make instead of the old vcpkg_configure_make
