Just tried this on Windows 11 with New+ enabled, without success. Ctrl+Shift+N is working for me on Desktop, for example.
Can you please give more information about what scenario you are using this on that might help in replicating the issue? Perhaps a /bugreport could help as well. Does it start working when you disable New+ from the PowerToys Settings?

Yes, it does. I tried to create a new folder in the desktop using the shortcut and when I pressed the keys, the New+ folder opened instead of creating new folders in the desktop. Every time I use the same shortcut in the desktop the folder opens, and if I disable, it works normally

Not only on the desktop, but in any folder except the templates folder.
On programs (like browsers) it doesn't happen.
On Windows 11 everything works correctly.

Same problem here with me on Windows 10. I'd like to add, that not just the shortcut to create new folders opens the templates folder, but also the button “new folder” in the file explorer does. Currently, just the method over the context menu is working afaik.

+1 on this. Win10, 22H2 (Build 19045.5131). Installed update to PowerToys, and the problem started. I'd messed around with the Templates folder a little, cleaning it out. Toggling the "Enable New+" setting also toggles this issue.

I see what's up. We're missing a check to make sure we only respond to menu calls. We're responding to other actions as well.

Same experience on W11, odd that even the new folder button does it

It sounds like you all know the solution to the problem (adding a check). Still, I want to add my report. My issue is when I browse for a location from a program like Adobe Premiere or Sibelius music notation software, the New Folder button in the Explorer window opens the PowerToys>New+>Templates folder instead of creating a new folder.

I am surprised that this has not been remedied in over a month since the initial report.

For those still dealing with this issue, simply turning off the New+ feature in the PowerToys control fixes the problem.
