Have Groups (users) Access Only Specific Tags (and/or categories, tools)

Please provide a concise description of the problem that would be addressed by this feature.

I have a few family members in mealie and some recipes are irrelevant to some users. For example, my parents don't speak English and I have a few recipes for them in their mother tongue. For now, I have a temporary system where I create cookbooks that target specific recipes. On the other end, my wife prefers English recipes, so the recipes in the other language are just crowding her mealie.

Please provide a concise description of the feature that would resolve your issue.

In the settings for groups, have an option to select which tags, and by extension categories/tools, a group has access to. In my case scenario, I already have a "French" tag; I would use it for my parents' group so they can access only recipes with that tag. I would then remove access to the "French" tag for my wife for her own group. If it's too hard to implement for groups, possibly consider the feature at the user level?

I understand it is possible to just select the tag itself, but it would help adoption in streamlining the experience when it's fitting,

It might break the cookbook section if that's also not designated to specific users/groups.
