Command "togeojson" not found when executing with CLI through .bat file

The command is working fine when manually opening the CLI and typing it in, but if you try to run the command through a batch file the CLI returns an error stating that the "togeojson" command is either written wrong or could not be found.

The same issue appears when I try to open the CLI through code (C#) and pass the command as an argument.
