Incorporate hooks/transformations into event publishing to allow for user extension #10

Allowing the user to provide callbacks and transformations, in addition to the current support for conditions, will further allow users of the event store to interact with the event publishing lifecycle.

In addition such hooks may also help in aspects of concurrency testing allowing the flow of execution to be controlled.
