Support hardcoded config

I'm thinking on using Heimdall as a dashboard to a project that could be a container-based yunohost/freedombox alternative.

I'd love to be able to drop in some config somewhere and suddenly make the app visible in users' Heimdall pages. These shouldn't be removable (although yes relocatable) because the items would be installed by the system.

The user should still be able to add custom apps, of course.

Is this supported? I haven't seen any docs on the subject.
