Ensure SLSA Lvl 3 as specified in #856.

Our kubectl image used in helm hooks, see https://github.com/kubewarden/rancher-kubectl-builder. We copy the prebuilt upstream kubectl here. Alternative, see here

Tackled by rancher/kuberlr-kubectl#17. Will need to consume on helm-charts once that's resolved.

We were waiting for a tagged release, and the first one happened yesterday :). Will open a helm-charts PR that closes this.
