Implement an option in the namespaces API to present all namespaces, and select it by default (currently the first option is selected by default).

@YosiElias thank you for proposing and raising this. Having an 'all namespaces' option for all users (not only cluster admins) has the potential to have a significant impact on non-cluster admins.

This will be possible when we implement the caching layer on the backend (we have this mechanism; we just need to test and tune it properly). I suggest holding this until we have a proper cache in place (we will implement this in the future).

I believe the 'first option by default' is how the Kubeflow central dashboard is currently implemented, and we mimic this behavior on our standalone. Could you please double check this with @paulovmr ?
