create and populate a repo "local-cache" with contents of cfg/<cluster>/<node>/rpm/{early,install}/*.rpm #223

In order to prevent periodic reconciliation of rpm dependencies, populate a local-cache repository with the cached full RPMS in cfg///rpm/{early,install} so that the rpm/yum logic can refactor the dependencies and simplify the provisioning of successive nodes in the provisioning cycle

This differs from local-vcbuild because 1) it is populated from externally-generated ingested content and 2) it can be populated much earlier, ideally during the vcfs construction of in-cluster repositories.
