Enable users to edit filter value when not all options is shown in the drop-down

User need or pain

When selecting filters, users can only select values from the drop-down but not enter their own values. If the dropdown doesn't show all the values, then they are stuck.

Similarly, for regex comparison, usually selecting from a drop-down is not an option, as users will usually want to enter a regular expression.

Enable users to type text when adding a filter value.
