Encode (R)LWE Parameters into the IR

Currently, parameters are pretty much exclusively passed around as pass options which is tedious both for users (complex CLI flags) and for development (requires manually re-exposing all pass options in pipelines).

It seems like the natural answer would be to store these explicitly in some (e.g., module-level) LWE-dialect operation(s).
