This is due to changes in how WordPress works, and the patterns are Synced by default. Some options are:

• Avoid using synced blocks for new installs (PR Make blocks unsynced by default #2643 )
• Somehow migrate existing forms to not use the patterns inside the Form content, so the dropdowns appear as before
• Update documentation to tell people to use the Detach menu option in order to make changes
