Gauge npm wrapper is not picking up environment proxy in windows

I was trying to install gauge behind the proxy. I was getting error
Error : read ECONNRESET
Only gauge was having this issue, i was able to do npm to other packages. Then on further analysis i have found that i was only able to download the version 1.1.0 with the command npm install -g @getgauge/[email protected], for all other versions i was getting the same error.

But once i checked version after the installation, it says the gauge not recognized as internal or external command

NPM version - 7.0.3
OS - Windows 10/Mac also not working
