We should support AoT scenarios by enabling compatibility warnings and working around those as appropriate.

Some instrumentation libraries are not yet AoT compatible. For AoT scenarios, we may have to load a different set of defaults.

For our registrations, we should check

RuntimeFeature.IsDynamicCodeSupported
RuntimeFeature.IsDynamicCodeCompiled
