Is your enhancement related to a problem? Please describe

Currently AI Lab nightly tests are passing on Windows 11 and failing on Windows 10 because of networking (extremely slow downloads)

Describe the solution you'd like

We should test different flavors of windows 10 image deployed on the machine e.g. older feature version - 22h2, 21h2, different flavor - pro instead of home

We are suspecting that internal configuration may be one of the culprits
