Hoping that this is a correct translation: "Why is there a release for 1.21.3 but none for 1.21.1?"

I honestly don't know. There is code to run Baritone on (almost?) any version from 1.12.2 to 1.21.4, including 1.21.1, but leijurv creates releases rarely.
