Add concept definitions to DSEO #3

Desired Behavior

We'd like to add definitions to each concept in the DSEO in order to clarify each concept and its usage

Implementation details

If the definition is a text string, then the recommended property to use in RDFS is rdfs:comment:
https://www.w3.org/TR/rdf-schema/#ch_comment
If we want to link to an existing resource that provides the definition, the RDFS recommends rdfs:isDefinedBy:
https://www.w3.org/TR/rdf-schema/#ch_isdefinedby
