When the some of the release files get updated but still with the same release, will there be a way to trigger automatic pr update to bcr instead of creating a new one by deleting the current release?

Not with the app unfortunately, as there isn't an easy way to trigger it using files from a commit that is not the tagged release.
However, I'm currently working on turning Publish to BCR in a GitHub Action to be used in the re-usable ruleset release workflow in bazel-contrib. Once that work is finished, it will be easier to re-trigger the PR creation for a release tag but with template files from a more up-to-date commit.
