How to compile without ensurepip?

Right now we have compiled Python without any ensurepip module.

All the dependencies are installed with pip, but awscli make fails with:

I think I've found a way...

sed -i 's/self._utils.create_venv(self._venv_dir, with_pip=True)/self._utils.create_venv(self._venv_dir, with_pip=False)/g' backends/build_system/awscli_venv.py

before make will skip pip installation with ensurepip
