No they didn't. It's still a dual license, thus also MPL-2.0 is very restrictive: https://github.com/Simplify/ibantools/blob/master/LICENSE.MPL-2.0

According to https://www.tldrlegal.com/license/mozilla-public-license-2-0-mpl-2 it's pretty easy to comply with.

Most of the users will use it for an existing application and don't update the code.
