Bug - Tabs block doesn't switch to right-to-left in the Arabic site

Describe the bug
The tabs block stays with tab 1 on the left in the Arabic site. I'm guessing it should move to the other side?

To Reproduce
Steps to reproduce the behavior:

1. the arabic site
2. add a tabs block
3. add several tabs
4. go to front end preview and see the tabs stay left to right no right to left.

Actual behaviour
Tabs block doesn't adapt to right-to-left sites.
