Portuguese (Portugal, AO90), Dutch (Formal) and German (Formal) are not listed on available language packs. If language packs are only available for e.g. formal and not for default, the language is not displayed.
Languages without a Rosetta site should be listed, too.

As I mentioned in WordPress/wporg-theme-directory#159, these links are to the different Rosetta sites. If a locale doesn't have a site, there would be nothing to link to here. They could be listed without links, but then it might be confusing about how to get that language pack.

ok. Probably there is no 100% solution for this problem. Right now, this is just a problem for languages with variants.

Currently only the language is specified. Not for which branch, whether default or non-default. Unless the language pack is only available for non-default, then there is no listing. Which can also be confusing. Therefore, a link could always be made to default and a note given for which branch(es) it is available.
