@tamuri, @matt-graham, is there a way of preventing TLOmodel appear as a base repository by default when creating PR's in a forked repository. see how it looks when you're creating a new pull request in a forked repo.
The problem is, when you forgot to change base repository name to the forked repository name, the PR shows in our repository(TLO) something we don't want. see PR #1578. That PR is not supposed to be part of TLO

This is noted, thanks @tamuri. Any cons that I should put into consideration? ofcourse I have advised them to always check they have changed base repository from TLOmodel to their repository before making pull requests
It means a bit more manual work on your side to keep the Kenya repository up-to-date but, otherwise, should be okay. There's quite a bit of discussion about different ways to manage this.
