Extend Credential Manifest creation functionality to add Issuance Template and automate review

The functionality for creating a Credential Manifest should be extended to include the option to add an Issuance Template so that a user can easily automate acceptance or denial of a credential application based on defined presets. The UI should also expose the option to do this from the Credential Manifest Details page.
