Currently the UX is credential-oriented, which means the user first creates a credential manifest, then has the option to issue a credential individually based on the schema, or provide the Application URL to a holder.
We should discuss whether we should incorporate an avenue for issuing a credential without creating a credential manifest first, and implications this has on the complexity and ease of use for the user experience.
