Display alert at the top of the interface indicating that he user needs to log back in?

This needs to occur for ALL AJAX/Axios events, but especially for the Saved/Unsaved Scores.
Capture 403 events.
Check to see how long it has been since pending scores have been sucessfully sent. If more than X time, post and alert.
If there are more than Y scores pending, post an alert.
