Describe the bug
When "Bleed" field is set to true, the background will bleed into lower blocks, but it is not.

To Reproduce

  1. https://www.ssw.com.au/admin/index.html#/~/consulting/net-upgrade
  2. Try to add bleed effect to new component
  3. See it is not working

Expected behavior
The background will bleed into lower blocks
