When adding a live stream event in Tina the date submitted changes depending on the location of the user making the content change on save. Live streams should always use Sydney time.

To Reproduce

  1. Create a new Livestream event (from Brisbane)
  2. Push the change to production/staging
  3. Observe - the live stream start time is off by one hour

Expected behavior
Livestreams should always use Sydney time when added in Tina, both when the banner displays and within the Tina editor.
