30% is a hard limit. You can't go under it.

If you turn off the nvidia control card, does it goes to 0 RPM ? Your card must "allow" itself to go 0 RPM. Various condition may prevent it, such as multiple monitors ( which increases the minimum power draw ).

Having your control card toggled off and having fancontrol off is the exact same thing. Also, FanControl uses hardware acceleration (GPU) to render its graphics. If you close the UI, (X the window), do your fans go 0?

Make sure you got those 2 checked.
