What is CPAN::API::BuildPL? #13

The static install spec includes by reference CPAN::Meta::Spec and CPAN::API::BuildPL. I can't find the latter on CPAN. What is it?

It exists as a repository in this organization, but you're right we probably should just release it to CPAN
