How can we turn off nmt_nfkc_cf normalization in process_asr_text_tokenizer.py?

The only way I was able to disable it was by adding "--normalization_rule_name=identity" to the cmd variable here.
It looks like sentencepiece enables normalization by default and the "--no_lower_case" argument is redundant.
